Why do i say so, If a grown-up were to be caught robbing by the force, the family members(especially the parents) would be the first to be contacted. And if others were to hear of it, the parents would be blamed by approximately 90% of the awared people.

Both must play a big part in it. Parents cannot just trust their children to their teachers, some are so cruel!!!

Let me tell you this; s3x education is mainly for parents to be inculcated into the child.
Parents are always responsible and blamed for any lacity on this aspect.
If a child is not briliant, they blame the teacher(part of which is also caused by parents), but I've never seen anybody blaming teachers on s3x eduaction.
