Yes. You can update to the iPhone iOS 7 beta without a UDID or a developer's account. It works. I have tested this activation on a few iPhone devices... My iPhone 4, an iPhone 3GS, a friends iPhone 5 and an iPhone 4S.

This is either a loophole or Apple probably stopped checking for udid or developer account holders, but whatever it is, it's working!

The reason Apple wants only registered developers to download the ios 7 is because it is currently in its beta version. If you do not know what beta means, it means "testing mode" or "may contain errors", something like that.

Heads Up!
1. Doing this will override any jailbreak you currently have. If you wish to keep your jailbreak, then do not proceed.
2. If you require hac.ktivation, do not perform this update. You will not be able to hac.ktivate after doing this.
3. You do not need to worry about downgrading back to ios 6. You can downgrade after updating to ios 7.

Upgrade To iOS 7 Without UDID

Step 1: Connect your iPhone to your PC and launch iTunes. Double check that iTunes has detected your iPhone before you continue.

Step 2: Hold the Option key (or SHIFT) then click the UPDATE button (not restore!).

Step 3: When you see
"iTunes will update your iPhone to iOS 7.0 and will verify the update with Apple" click Update

A message above the screen would say "Verifying iPhone update with Apple". Then after that, you would clearly see the iOS 7.0 written in bold beside your device in iTunes with the warm compliment sitting comfortably under it.. "Your iPhone software is up to date."

Congratulations. You have successfully updated to the iOS 7 beta without a udid verification.
