My question is: when is the appropriate time/age for a child to start owning/ controlling/driving a car?

at least 25-30 years because any child below that who is driving a car then has some illegal act like stealing or has no car certificate

18+ are though permitted to use anything an adult uses, still many above that age misbehave on the streets.

The parents ought to have taught a child everything he needs to know before he gets to adult age. Blame yourself if your child is a lunatic at this stage.
