Is it ideal for a Federal Road Safety Corp to arrest a vehicle on the offence of #No_Plate_Number?
  If so, then what is the function of a #policeman to that respect?

This scenario happened once in front of my eye. About two years ago I remembered while i was in the market buying items, a driver was pursued by the Road Safety Corp men because of lack of plate number. The driver was not caught but left the car for them and escaped. There is no need for Policemen to get involved in any of the work that is not their own but remember it is Nigeria even a soldier can arrest you if you don't have a plate number.
I say no!
 It is the job of a policeman to ensure that a vehicle has a plate number.
They are there to protect life and property, to ensure that it wasn't stolen.
 Road Safety Corps are there to check: -
 -Brake lights
 -Traffic lights
 -Speed
 -Seat belts
    The last time I checked, thesd men are not supposed to make this a top priority to stay on the road side ane estort money from people who are defective.

That is right, they need money so much that is the simple answer. They corrupted the security and law of the nation, so charity begins at home.
